The City of Pascagoula is pleased to announce that Justin Larsen has accepted the position of City Manager, following an extensive nationwide search. After a competitive process that included ten other highly qualified finalists, Larsen’s leadership and proven commitment to the City of Pascagoula made him the clear choice to lead the city into its next chapter of growth and success.

“On behalf of the Pascagoula City Council, I am delighted to announce that an offer has been extended to Justin Larsen to serve as the City Manager, which he has accepted,” said Mayor Jay Willis. “Mr. Larsen meets our high standards for the City Manager position. We look forward to Pascagoula taking the next step under his leadership.”

Mr. Larsen brings over 13 years of experience in management, human resources and operations. He has been serving as the Acting City Manager since May 2024, successfully managing the city’s robust day-to-day operations and continuous projects.

Larsen’s prior roles include serving as Pascagoula’s Human Resources Director, where he implemented cost-saving initiatives, such as negotiating savings on property insurance and hospital contracts. His hands-on experience with city operations, combined with his personal connection as a lifelong resident of Pascagoula, provides a deep understanding of the community’s needs.

“I am honored to take on the role of City Manager and am eager to continue serving the community I have called home my entire life,” said Larsen. “I look forward to collaborating with the City Council and our dedicated employees to continue Pascagoula’s growth and progress.”
