    The Mississippi Department of Environmental Quality (MDEQ) is currently soliciting public comments on Chevron’s application for a Prevention of Significant Deterioration (PSD) Permit to Construct Air Emissions Equipment. Chevron invites media representatives to attend a community meeting regarding the upcoming PSD Permit for the refinery. 
    Date: January 21, 2026
    Time: 5:00 – 6:30 p.m.
    Location: Grand Magnolia Ballroom – 3604 Magnolia St, Pascagoula, MS 39567
    This meeting will provide information on the permit process and offer an opportunity for community engagement. Media are encouraged to attend for updates and interviews.

    FAQ for Chevron Pascagoula Refinery PSD Permit Application 

    The Mississippi Department of Environmental Quality (MDEQ) is currently soliciting public comments on a Prevention of Significant Deterioration (PSD) Permit to Construct Air Emissions Equipment. The refinery has put together this FAQ to answer questions community members may have regarding these permitting actions. 

    What Is a Prevention of Significant Deterioration (PSD) Permit to Construct Air Emissions Equipment Permit? 

    A Prevention of Significant Deterioration Permit to Construct Air Emissions Equipment allows construction of air emissions equipment to increase crude processing capacity, aligning annual crude processing rates with the maximum daily processing rate, while complying with emissions and monitoring requirements to protect air quality. For the Pascagoula Refinery, the PSD Permit brings together requirements for multiple sources or activities, ensuring a comprehensive approach to managing environmental impacts. 

    Why Is the Refinery Seeking a PSD Permit? 

    The refinery is seeking a PSD Permit so it can install and operate equipment that will allow the refinery to operate at a higher capacity. 

    How Can the Public Provide Input On This Permitting Action? 

    MDEQ is soliciting input on the above referenced permitting action on behalf of the MDEQ Permit Board. One way the public can provide input is by participating in public meetings. The first of these meetings will be hosted by Chevron on January 21st at the Grand Magnolia Ballroom in downtown Pascagoula at 6pm. Additionally, MDEQ will host a public hearing at the Pascagoula Senior Center on January 22nd at 6pm. 

    Another way to provide input is by submitting comments online. Persons wishing to comment on the proposed action are invited to submit comments in writing to Jeffrey Bland, MDEQ at https://www.mdeq.ms.gov/bland-jeffrey/ or by hand-mail to the address below. Comments must be received by MDEQ electronically by 11:59 p.m. or postmarked no later than January 22, 2026.
